I have bigger legs too, but it's not cause I'm fat. It's just cause everyone's body is a little different. Some people's bodies tone to those lean, perfect muscles everyone wants, and some people's don't. I have the really curvy legs you see on the overly-sexified girls in cartoons, that look really funny. And I run, and do a lot of BMX and MotorCross. And then some people are just lucky and have those long, thin, subtlely curved, gorgeous legs. -shrug-
Just because you're not thin doesn't make you out-of-shape.

let me add that one of the best things for every part of your legs not just your thighs is biking. im always actively cycling and let me tell you it helps a lot. you don't need to be as insane as me and ride a gajillion miles though for just simple weight loss in the legs just go for a quick paced ride around your neighborhood keep it to at least a 20 minute ride as many days of the week that you can and i promise you should start seeing improvement. the biggest thing that will make the process even more efficient is to avoid TOO MUCH NOT ALL saturated fats but that plays a big role
